Is it possible to top up the bank's cards using ATMs of third-party banks?

You can top up Bank Uralsib cards free of charge with cash via ATMs of Uralsib without amount limits and via partner ATMs

• up to RUB 75,000 total per month free of charge at Alfa-Bank and Raiffeisenbank ATMs (at Raiffeisenbank ATMs, only MIR cards can be topped up)

• up to RUB 100,000 per month free of charge at VTB ATMs

If the threshold amount for free cash deposits at partner ATMs is exceeded, a fee of 1.5% of the excess amount will be charged 

At ATMs of third-party banks, a fee of 1.5% of the deposit amount will be charged (but not less than RUB 99 )

Where can cash be withdrawn?

The most convenient way to withdraw cash is through ATMs of Bank Uralsib and more than 25,000 ATMs of our partners: VTB Bank (PJSC), PJSC Gazprombank, JSC Raiffeisenbank and Alfa-Bank

Information about ATM addresses and opening hours is available on the bank's website, as well as at Bank Uralsib branches.

When withdrawing funds from ATMs other than those of Bank Uralsib and partner banks, a fee is charged in accordance with the Tariffs & fees of Bank Uralsib.

 As of September 9, 2024, the following changes to the cash withdrawal terms for debit cards at third-party ATMs have come into effect:

For all debit card tariffs for individuals:

  • The fee for cash withdrawal at third-party ATMs will be 2%, but not less than RUB 299 per transaction;
  • No fee is charged for cash withdrawal at partner bank ATMs for transaction amounts up to RUB 300,000 per month (inclusive); above RUB 300,000 per month, 2% of the excess amount, but not less than RUB 299;

Under service package tariffs:

  • The fee for cash withdrawal at third-party ATMs will be 2%, not less than RUB 299 per transaction, except for service package tariffs "Premium banking", "Private banking", "Private";
  • No fee is charged for cards under the "Premium banking", "Private Banking", and "Private" service packages at third-party ATMs for transaction amounts up to RUB 500,000 per month (inclusive); above RUB 500,000 per month, 2% of the excess amount, but not less than RUB 299;
  • The current terms for cash withdrawals from partner bank ATMs remain unchanged – no fee is charged.

Under tariffs for payroll cardholders of PJSC "BANK URALSIB":

  • Under tariff plans for payroll clients, no fee is charged for cash withdrawal at third-party bank ATMs for transaction amounts up to RUB 100,000 per month (inclusive); above RUB 100,000 per month, a fee of 2% of the excess amount is charged, but not less than RUB 299;
  • The current terms for cash withdrawals from partner bank ATMs remain unchanged – no fee is charged.

Please follow a few simple rules when withdrawing cash using your card:

  • Do not withdraw cash in deserted places or from ATMs of banks unknown to you.
  • When entering your PIN code, make sure no one is watching you, and if necessary, cover the keypad with your free hand.
  • Take the cash from the ATM immediately, without waiting for the warning signal. Otherwise, the ATM will retain the “forgotten” card and cash. To recover them, you will need to contact the bank.

If you believe that fraud has been committed against you or that your PIN code has become known to someone else, be sure to contact the Contact Center of Bank Uralsib and block your card.

Cash withdrawal at purchase

Now, when making purchases using your debit card, you can receive cash without visiting ATMs. This service is available to all holders of MIR debit cards.

How it works:

1.       Before paying by card, state the amount of cash withdrawal* (the one-time cash withdrawal limit is 5,000 rubles).

2.       Make a purchase for any amount and enter your PIN to complete the transaction.

3.       Receive your purchase, cash, as well as receipts confirming the purchase and withdrawal.

*The service is provided for MIR Payment System cards by a merchant establishment subject to technical capability (more details here).

Card loss, blocking, unblocking

How to block a card?

You can block your card in several ways:

Via Uralsib Online

To block the card, select the card you are interested in and click the "Block card" button. Depending on the type of block, the card may be blocked temporarily (with the option to unblock it via the web version or mobile app of Uralsib Online) or permanently (with subsequent reissue at a bank branch).

Temporary card blocking is possible for the following reasons:

  • the card is lost;
  • the card was retained by an ATM;
  • at your own initiative.

After a temporary block, you can always unblock the card in Uralsib Online or by visiting the nearest bank branch with your passport.

Permanent card blocking is possible for the following reasons:

  • the card was stolen;
  • the card details became available to third parties.

After permanent blocking, the card cannot be unblocked in any way, only reissued. To issue a new card, you need to visit the nearest bank branch with your passport.

By calling the bank

You can also block the card by contacting the bank at the following phone numbers:
8 (800) 250-57-57 (within Russia);
+7 (495) 723-77-21,+7 (495) 723-78-21 (Moscow);
+7 (347) 2-519-519 (Ufa).

When calling, inform the operator about the loss of the card and, if possible, provide the card number and expiry date. Ask for the surname and first name of the operator who accepted your report. Confirm your request with a written application at any nearest bank branch. The card will be blocked immediately after your call. Try to contact the bank at the very moment you discover the card is missing. In the event of a delayed notification, The bank shall not be liable for card transactions made without your knowledge. After blocking, the card cannot be unblocked in any way, only reissued. To issue a new card, you need to visit the nearest bank branch with your passport.

How to unblock a card?

You can always unblock your card yourself in the web version and mobile app of Uralsib Online if the card was temporarily blocked by you.

To unblock it, simply open the blocked card, select “Unblock card”, and confirm the transaction with a one-time SMS password. If the card was blocked permanently, it cannot be unblocked by any means and can only be reissued. To issue a new card, you need to visit the nearest bank branch with your passport.

What should I do if my card is lost?

Immediately report this to The bank by calling:

Inform the operator that the card has been lost and, if possible, provide its number and expiration date. Please note the surname and first name of the operator who accepted your report.

Confirm your request with a written application at any office of The bank.

The card will be blocked immediately after your call. Please try to contact us as soon as you discover the card is missing. In the event of delayed notification, The bank shall not be liable for card transactions made without your knowledge.

After the card is blocked, it can no longer be used, and you will need to contact the bank branch where you submitted the application form to open the card account and issue the card in order to issue a new card to replace the lost one.

What actions should be taken if you disagree with a card transaction?

If you disagree with a card transaction, you may:

Security

Duplicate SIM card

To prevent fraudulent transactions in  Uralsib Online, as of December 23, 2015, functionality for verifying the authenticity of the SIM card to which one-time passwords are sent is being put into operation. This functionality will help prevent fraudsters from attempting to gain access to your accounts using a duplicate SIM card.

The following restrictions apply to payments and transfers to third parties:

  • maximum transaction amount – 2,000 rubles; transactions exceeding 2,000 rubles will be blocked;
  • daily limit – 10,000 rubles, weekly limit - 20,000 rubles

If you have received a copy of a SIM card (due to the loss, misplacement, or damage of the previously used one), to remove the limit restrictions you need to contact the nearest bank branch with your passport. The staff will make changes to your account.

If you have not received a copy of a SIM card, we recommend contacting your mobile operator to block the duplicate SIM card. Alternatively, at a bank branch you can change your mobile phone number and purchase a one-time key generator (GOK).

Limits on high- and low-risk transactions

The following limits apply to high-risk transactions confirmed by an SMS password:

  • Daily limit – 100,000 rubles
  • Weekly limit – 500,000 rubles

The following limits apply to low-risk transactions confirmed by the password used to log in to  Uralsib Online:

  • Daily limit – 10,000,000 rubles
  • Weekly limit – 27,000,000 rubles

The following limits apply to transactions confirmed by the GOK device:

Security when using the Internet

Make sure that your computer is not infected with any viruses. Install and enable antivirus software, and try to keep it updated regularly. Only regular updates of antivirus software will allow you to detect and prevent the appearance of a virus in a timely manner.

It is recommended to use software that monitors and combats Spyware. Spyware is a type of software that attempts to record your keystrokes and transmit them to third parties.

The use of a virtual keyboard when entering your password at all stages of working with the Uralsib Online web version is strongly recommended. Using a virtual keyboard will help avoid password compromise if your PC is infected with Spyware.

It is recommended to use a firewall when accessing the Internet or to install a personal firewall on your computer. When using a firewall, unauthorized access to your computer system via the Internet will be significantly hindered or prevented.

Use software (operating systems, applications) from verified and reliable sources. Refrain from using and installing software from unverified sources.

If you connect via a modem, please pay attention to the number being dialed. If you detect a mismatch in the number, delete the number unknown to you.

Configure your browser so that its cache settings do not allow confidential pages (SSL) to be stored.

Monitor your email, do not open messages from unknown senders, and do not disclose your personal data. Never open suspicious files sent to you by email. Do not reply to emails that allegedly on behalf of the bank ask you to provide personal information. Never follow links in such emails (even to the bank's website), as they may lead to fraudulent websites.

Check the addresses of the websites you connect to, as fraudsters may use similar names to create fraudulent resources.

Avoid using Internet resources of questionable content; they are often created specifically to obtain information about bank cards and subsequently use it unlawfully.

Make purchases only from your own computer; do not use Internet cafés or other publicly accessible means where spyware programs that record the confidential data you enter may be installed.

Choose non-trivial passwords that are not related to your date of birth or other personal data. If possible, choose alphanumeric passwords. Do not write down passwords or disclose them to anyone. If you are afraid of forgetting your password, devise a recording system that is understandable only to you (for example, in the form of a phone number or an address in your phone book).

The bank never sends emails requesting confidential information or containing computer programs.

If you have received an email sent on behalf of the bank whose content raises suspicion, or if someone contacted you by phone on behalf of the bank asking you to install certain software, please contact the bank's support service to clarify the situation. Always use the bank support services' contact information provided in official sources of information, and do not use the contact information provided in the received email or obtained during a phone conversation.

Any electronic messages sent from free Internet email services (@mail.ru, @yandex.ru, @rambler.ru, @gmail.com, @yahoo.com, etc.) are not mail sent by the bank.

How to change the number in 3D-Secure?

To change your phone number, please contact the nearest bank branch. You must have an identity document with you, or change the number yourself via the nearest ATM.

At the bank branch, you will be provided with an application form to set a phone number for the 3D-Secure service. The changes will take effect in the 3D-Secure service on the next calendar day.

SMS fraud

Dear clients!

Bank Uralsib informs you of cases in which bank card holders receive SMS messages sent by fraudsters containing information about card blocking and similar matters, with a request to call back to unblock the card, usually using the phone number specified in the SMS message. During further communication, the fraudsters ask for confidential information: personal data (Full name, card numbers, the three-digit CVC/CVV security code, PIN code, etc.).

Bank Uralsib informs you that the bank does not send such messages!

In this regard, we strongly urge you to be attentive and vigilant when receiving various SMS messages and calls regarding the use of bank cards:

  • do not call back a mobile number (for feedback, the bank usually provides cardholder support service phone numbers or toll-free federal numbers 8-800-; these phone numbers can be found on the bank’s official websites);
  • even if you are sure that you are speaking with a bank employee, do not disclose all bank card details (the three-digit protection code, the CVV2/CVC2 security code, PIN code); only the card number may be provided;
  • if an SMS message about card blocking is indeed received from the bank, the text of the message indicates the first and last 4 digits of your card number. Fraudsters’ SMS messages do not indicate the card number because it is unknown to them!
  • information on the formats of SMS messages sent by the bank as part of the SMS service (providing the cardholder with information on transactions made using the card in the form of SMS notifications to mobile phones of Russian GSM operators) is provided in the “Terms of information by open joint-stock company Bank Uralsib access to the SMS service for holders of international bank cards of the payment systems Visa Inc. and Mastercard Worldwide”, which can be reviewed at the bank’s office or on the official website of Bank Uralsib.

Can a store employee where I paid by card copy the card details?

When you hand over your card for payment (especially in cafes and restaurants), Bank Uralsib recommends that you do not let the card out of your sight.

Clients of our bank can activate the “Notification Service” and instantly find out when and how much money was debited from the account, and upon receiving suspicious debit notifications, immediately take steps to block the card.

For information security purposes, you cannot perform these actions on your own.

Why the bank blocked the card with reference to Federal Law No. 115-FZ

The bank reviews card transactions and identifies suspicious ones.

If transactions carry a high risk, the card may be blocked. This is necessary so that the bank and the client are not involved in criminal schemes. Blocking the card is not a refusal to process a transaction; transactions can be carried out at a bank branch.

The card will be unblocked if the suspicions are removed.

Will I be informed about an upcoming card block under Federal Law No. 115-FZ

A card may be blocked if the bank requested documents but did not receive them from the client within the установленный срок. Sometimes a card may be blocked simultaneously with the request for documents. The bank sends an SMS about the fact of the card block.

For prompt unblocking of the card, please provide documents confirming the transparency of the transactions performed to the email address service.zapros@uralsib.ru.

If you are ready to explain the nature of the transactions performed and confirm them with documents, the bank's suspicions will be removed, and you will continue using the card.

What to do if the bank has blocked a card under 115-FZ

Send to the bank documents confirming the lawful purpose and substance of the transactions being carried out, and wait for the results of their review.

The documents must be sent to the email address: service.zapros@uralsib.ru.

If the documents are provided and confirm the lawfulness of the transactions, following the results of their review the bank will unblock the card. The card will not be unblocked if, after reviewing the documents, the bank has made a negative decision.

What documents need to be provided to unblock a card under Federal Law No. 115-FZ

Usually the following documents are required:

  • written explanations of the economic purpose of the transactions carried out,
  • 2-PIT certificate for the last 12 months or other documents established by law confirming the sources of origin of funds,
  • documents (agreements, contracts, arrangements) serving as the basis for the transaction, as well as documents confirming their performance (certificates of completion, invoices, товарные and/or cash receipts, etc.),
  • information on accounts opened with other credit institutions.

If you are an individual entrepreneur and transfer money to your personal account, documents related to the individual entrepreneur's business activities will also be required.

If the bank does not receive the documents, it will still have suspicions that the client's transactions are related to money laundering. In such a case, the bank may refuse to carry out the transaction and recommend closing the account.

How to avoid card blocking under Federal Law No. 115-FZ
  • cooperate only with verified counterparties,
  • do not agree to open an account or issue a card at the request of other persons,
  • do not hand over your bank cards or disclose their payment details to anyone,
  • do not transfer through your cards and accounts, or withdraw money that does not belong to you, at the request of other persons,
  • do not conduct transactions through a personal account or card related to business activities (for this, you need to open an individual entrepreneur account), 
  • use cashless payment whenever possible.

By following these rules, you will not be involved in criminal schemes.

Taxation of card accounts and deposits

Taxation of card accounts

On March 26, 2022, the law came into force, introducing changes to the taxation procedure for interest income on bank deposits and accounts of individuals.

Now you will not have to pay Personal Income Tax (PIT) on interest income received in 2021 and 2022. Also, the tax on interest income received starting from 2023 onward will be calculated differently.

What is subject to tax?

Income received in the form of interest during the year in aggregate on deposits and accounts in all banks in Russia is subject to taxation, provided that this income exceeds the tax-free minimum amount. Accounts should be understood to include savings and card accounts on which interest is expected to accrue on the balance.

  • Interest income on cards and current / savings accounts is included in the calculation if the rate on them exceeds 1% per annum.
  • The taxable amount is the amount of income received by the client in the form of % minus the tax-free minimum.
  •  The tax rate is 13% for both income of residents of Russia and income of non-residents of Russia*.

How was it before?

In 2022, clients were to pay tax for the first time on income received on deposits and accounts in 2021 if this income exceeded the amount of the tax-free minimum. 

The tax-free minimum amount was calculated as follows:
RUB 1 million was multiplied by the key rate of the Bank of Russia effective as of January 1 of the year in which the income was received.
At the beginning of 2021, the Bank of Russia key rate was 4.25%. Accordingly, the minimum not subject to tax was RUB 42,500. Personal Income Tax (PIT) at a rate of 13% had to be paid in 2022 on interest income exceeding this amount. As of January 1, 2022, the Bank of Russia key rate was 8.5%, therefore in 2023 the tax-free minimum would have amounted to RUB 85,000.

What has changed?

Now you do not need to pay Personal Income Tax (PIT) on interest income received in 2021 and 2022, even if this income exceeds RUB 42,500 and RUB 85,000 respectively.

Tax will have to be paid on interest income from deposits and accounts received in 2023, but the taxable base will be calculated differently. Instead of the Bank of Russia key rate set on the first day of the year, the maximum key rate among those effective on the first day of each month in the tax period will be taken into account.

Example

Suppose the Bank of Russia key rate remains at 10% throughout 2023 and only as of December 1, 2023 amounts to 11%. In this case, 13% Personal Income Tax (PIT) will have to be paid on the amount of interest income exceeding RUB 110,000 (RUB 1 million × 11% = RUB 110,000).

This calculation method is more advantageous, since in the event of a sharp increase in the key rate and rates on deposits, the income not subject to Personal Income Tax (PIT) will also increase.

What is not subject to tax

  • If the interest income received in the form of % during the year is less than the tax-free minimum.
  • If the rate on deposits and accounts during the year did not exceed 1% per annum.
  • If income is received in the form of % on escrow accounts.

Income from foreign currency deposits and accounts is added to income from ruble-denominated ones. Income in the form of interest in foreign currency is converted into rubles at the official exchange rate of the Bank of Russia effective on the date of payment.

For all categories of individuals, tax accrual in relation to this income is carried out according to a uniform scheme; no benefits are provided.


*if an individual's income for the tax period (calendar year) exceeds RUB 5 million, then the tax rate on the excess amount will be 15%.

You can order a card with cashback and free servicing in two ways. You can apply for a free card with courier delivery. Our representative will contact you to confirm the address and a convenient delivery time. The courier will take this into account and deliver your card.

If you need to get the card as quickly as possible, collect it from a bank branch yourself. To do this, find the nearest branch and bring your documents to present them to a bank employee.

How do I set a PIN code for my card?

If you arranged courier delivery of the card, you need to set the PIN code yourself.

This can be done in several ways. Register at online.uralsib.ru or open the bank's app. Find your card on the main screen. Tap it, select “About the card” and “Change PIN code”. 

If you do not have access to the app, you can set the PIN code via an ATM or by calling the bank's toll-free hotline: 8 800 250 57 57. Follow the voice menu prompts. Enter the last four digits of your card and set a new PIN code.

Can you earn additional income through a card besides cashback?

The bank calculates interest daily based on the actual account balance at the beginning of the day. The accrued funds will be credited to your balance every month on the card opening date. If the payment date falls on a weekend or holiday, you will receive the interest on the first business day after it.

How to pay with a contactless card in stores?

Paying for goods and services with a contactless bank card with a chip is a simple, fast, and secure way to make purchases.

First, make sure that the terminal in the store supports contactless payment. It usually has an icon in the form of radio waves or the words “Contactless payment”.

Hold the contactless payment card near the terminal. It is enough to hold it near the reader at a distance of up to 4 cm. Wait for the sound signal and payment confirmation on the terminal screen. Take your receipt.

If the terminal does not read your card, try holding it near the other side of the terminal or changing the angle of the card. If this does not work, ask the cashier for assistance.

How can a self-employed person get a card?

A bank card for a self-employed person can be ordered in two ways. Visit the nearest bank branch and bring the required documents with you. 

Fill out the online application form on our website. Provide your details: Full name, phone number, email address, and date of birth. Submit your application and wait for a call from an operator. They will answer all your questions and help you apply for a bank card. 

You can receive the issued physical card in several ways:

  • by courier delivery: it will be delivered free of charge to the place and time you specify;
  • at the nearest branch: visit it to receive the physical card immediately.
