How can a Client of The bank (an individual, the recipient of funds from a transaction made without voluntary consent) return the funds to the sender?

A Client of The bank (the recipient of funds from a transaction made without voluntary consent) may contact The bank regarding their wish to return the funds to the sender in order to exclude their information from the Bank of Russia database.

What needs to be done?

1. Submit an application to the Bank of Russia through the Online Reception  https://www.cbr.ru/Reception/Message/Register?messageType=Complaint , selecting "Fraud" as the subject of the request, then "Restrictions under Law No. 161-FZ", and the relevant problem type: "Exclude data from the database ‘On cases and attempts to make funds transfers without the client’s voluntary consent’".

Based on the results of the review of the request, the Bank of Russia will review the Application within 15 business days and provide the transfer identifiers (the request number for the transaction made without voluntary consent (REQ) of the sending bank, the request number for the transaction made without voluntary consent (REQ) of the recipient bank).

2. Contact The bank:

  • Complete the Application for refusal of crediting funds under OBDS, indicating the required information. If the required information is not provided, The bank will not be able to accept the Application.
  • Send the request to The bank through any of the request submission channels: chat in remote service channels (in Uralsib Online) / contact a Bank sales point.

3. The bank (the recipient bank) will return the funds to the sending bank (provided there are no restrictions on making the return of funds).

4. The sending bank must send a request to the Bank of Russia to deactivate the transaction made without voluntary consent, i.e. provide information that the funds have been returned.

The Bank of Russia decides whether it is appropriate to exclude the information from the Bank of Russia database.
