What offers does Bank Uralsib have for legal entities and sole proprietors who are clients of QIWI Bank?

Sole proprietors and legal entities can, at the authorized offices of Bank Uralsib, open a current account in rubles free of charge in the shortest possible time. 

  1. If you already have an account with Bank Uralsib, you can transfer the insurance reimbursement to it. 
  2. If you are not a client of Bank Uralsib, you can:
  • Contact a Bank Uralsib branch (simultaneously with applying for the payout) and provide the necessary documents to open an account:

          - sole proprietor – only a Russian passport (a stamp is required if the sole proprietor uses a stamp)

          - legal entity – the list of documents is available on the bank's website

The details of the new account will be available immediately upon application, and we will open the account within one day provided all necessary documents are available.

Only for QIWI Bank clients who opened an account with Bank Uralsib from 29.02.24 to receive deposit reimbursement, a special offer applies:

  • Service within the “Time to Grow” and “Optimal” service packages – 0 ₽/year
  • 14% per annum for the first 2 months after opening the account on the balance in the account opened with Bank Uralsib 

*A bank manager will visit you to sign the account opening documents (available for the cities of Moscow, St. Petersburg, Kemerovo, Yekaterinburg, Chelyabinsk, Nizhny Novgorod, Kazan, Perm, Rostov-on-Don, Volgograd, Samara, Saratov, Tyumen, Ufa).

How to receive insurance compensation?

After the publication on the websites of Deposit Insurance Agency (DIA)Bank of Russia, publication at the bank or in a periodical printed publication of information on the start of payment of insurance compensation, the depositor must apply in person (or through a representative) to a PJSC "Bank Uralsib" office or to Deposit Insurance Agency (DIA).

What documents must be presented?

To receive insurance compensation, please contact one of the authorized offices of Bank Uralsib and provide the following set of documents:

An application for payment of deposit compensation (indicating the details for making the payment in the form established by the Deposit Insurance Agency (DIA)). Bank employees will independently complete and print the compensation payment application for you.

     1. Legal entity:

  • An identity document of the person authorized to act on behalf of such legal entity without a power of attorney, information about whom is contained in the Unified State Register of Legal Entities, or of the legal entity's representative acting under a power of attorney.

     We recommend having with you the organization's charter in its current version (with amendments, if they concern the powers of the sole executive body) and the decision on election/order on appointment of the current sole executive body to confirm the applicant's authority. 

  • The applicant may also be:

         - a financial administrator, external administrator or insolvency administrator approved by the arbitrazh court, or their representatives;

         - a person authorized to act without a power of attorney on behalf of the legal successor of a legal entity that has acquired the right of claim for the deposit through reorganization, and their representatives (upon presentation of documents confirming the representative's authority). When applying for compensation payment on behalf of the organization's legal successor, documents confirming the transfer of the right of claim for the deposit to the legal successor shall additionally be provided.

When applying for compensation payment through a representative acting under a power of attorney, a notarized power of attorney shall additionally be provided. It must include powers to represent the depositor's interests when receiving compensation or be of a general nature (general power of attorney), that is, contain powers to use and manage all property of the principal and exercise his or her rights and obligations, including representation before any third parties on all matters and handling any affairs on his or her behalf.

  • If the representative acts under a power of attorney, a power of attorney must additionally be provided (notarized or general). The power of attorney must contain authority to represent the depositor's interests when applying for compensation payment and/or when receiving compensation, or the power of attorney must be general (contain powers to use and manage all property of the principal and exercise his or her rights and obligations, including representation before any third parties on all matters and handling any affairs on behalf of the represented person).

      2. Individual entrepreneur:

  • An identity document of the individual entrepreneur or the individual entrepreneur's representative.
  • Information on the Taxpayer Identification Number (TIN) and OGRNIP (may be provided orally).
  • A representative of an individual entrepreneur acting on behalf of the individual entrepreneur under a power of attorney shall additionally provide a notarized power of attorney confirming his or her right to apply on behalf of the individual entrepreneur with an application for compensation payment, or a general power of attorney containing powers to manage all property of the individual entrepreneur. It does not matter whether such power of attorney directly indicates the representative's right to receive compensation for the principal's deposits or not. A sample power of attorney is posted on the agency's website in the section “On Deposit Insurance/Document Templates/Document Forms/Powers of Attorney/Sample text of a power of attorney for representation regarding receipt of insurance compensation”.  
  • If an individual entrepreneur is in the bankruptcy stage of “debt restructuring”, it is necessary to provide an identity document, Taxpayer Identification Number (TIN) information, and the consent of the financial administrator.
  • If an individual entrepreneur is in the bankruptcy stage of “sale of property”, the financial administrator applies to the bank for compensation payment with an identity document and the depositor's Taxpayer Identification Number (TIN) information, or the individual entrepreneur (depositor) applies directly with an identity document, Taxpayer Identification Number (TIN) information, and the court act “On exclusion from the debtor's bankruptcy estate of the right to compensation in whole or in part”.
  • If the individual entrepreneur has lost the status of individual entrepreneur, a supporting document must be presented (for example, an extract from EGRIP). In such case, compensation payment shall be made by analogy with individuals.

What are the payout rules?

Insurance compensation is paid:

  • for deposits of an individual entrepreneur, lawyers, notaries and other individuals who opened accounts (deposits) to carry out professional activities предусмотренной federal law (in relation to lawyers, notaries and other persons from March 25, 2024) – by transferring funds to a bank account opened with a member bank of the deposit insurance system or another credit institution;
  • for insurable deposits of commercial organizations (in relation to small enterprises from January 1, 2019, in relation to medium-sized enterprises from March 25, 2024) or a non-profit organization (from October 1, 2020, in relation to public organizations that are trade unions (professional organizations) and socially oriented non-profit organizations from March 25, 2024) – by transferring funds to the bank account of such legal entity (the bank account of a legal successor), opened with a member bank of the deposit insurance system or another credit institution.

Payment of insurance compensation is made in rubles. If a deposit is placed in foreign currency, the amount of compensation is calculated in rubles at the exchange rate set by the Bank of Russia on the day of occurrence of the insured event.

What should you do if the bank's obligations to the depositor exceed the maximum deposit insurance compensation amount (RUB 1,400,000)?

Depositors who, after receiving insurance compensation, still have an unpaid portion of the deposit exceeding the maximum amount of insurance compensation may file a creditor's claim with the bank in order to receive the remaining deposit amount during the bank's bankruptcy proceedings (liquidation).

To do this, the depositor (except for the categories of depositors listed below) only needs to complete the section in the compensation payment application regarding the inclusion of the bank's obligations in the register of creditors' claims.

The following categories of applicants are exceptions:

  • heirs (their representatives);
  • depositors in respect of whom bankruptcy proceedings have been initiated;
  • depositors holding escrow accounts opened for settlements under a real estate sale and purchase transaction, or escrow accounts opened for settlements under shared-equity construction agreements;
  • legal successors of a legal entity.

The submission of claims by the specified categories of applicants is carried out in accordance with the procedure established by Federal Law No. 127-FZ.

Which funds are not subject to insurance compensation?

The agent bank pays clients of QIWI Bank only funds subject to insurance.  

Since February 29, 2024, the state corporation “Deposit Insurance Agency (DIA)” (Deposit Insurance Agency (DIA)) has been paying depositors of QIWI Bank JSC insurance compensation for the bank’s obligations that are subject to insurance. 

The bank’s insured obligations include balances in current, settlement and deposit bank accounts of all individuals, individual entrepreneurs and certain legal entities (small enterprises and socially oriented non-profit organizations of certain legal forms) within the limit of RUB 1.4 million. 

Applications for insurance compensation payments are accepted by PJSC “BANK URALSIB”, acting on behalf of the Deposit Insurance Agency (DIA) and at its expense as the agent bank. 

Please note that funds intended for sending/receiving transfers without opening an account (through QIWI Wallets, via the CONTACT system), as well as funds in the accounts of other legal entities (not classified as small enterprises and socially oriented non-profit organizations) are not subject to insurance, and no insurance compensation is paid for them.

Applications for the return of uninsured funds are not accepted or reviewed by the agent bank PJSC “BANK URALSIB”. 

To recover such funds, it is necessary to submit a creditor’s claim in one of the following ways:

  • by mail to: 117648, Moscow, Severnoye Chertanovo microdistrict, 1A, bldg. 1, or 127994, Moscow, GSP-4, State Corporation Deposit Insurance Agency (DIA), temporary administration; 
  • in person at: Moscow, Severnoye Chertanovo microdistrict, 1A, bldg. 1 (Mon–Fri from 9:00 to 18:00).

In addition, the Deposit Insurance Agency (DIA) is working on the possibility of submitting a creditor’s claim through the personal account of the QIWI payment service.

The payment of insurance compensation to depositors has been completed:

  • UralCapitalBank LLC (insured event February 15, 2018) – from February 28, 2018 to February 28, 2019 inclusive;  
  • RMB JSC (insured event September 04, 2017) – from September 18, 2017 to March 18, 2019 inclusive;
  • PJSC MezhTopEnergoBank (insured event July 20, 2017) – from August 03, 2017 to February 04 , 2019 inclusive; 
  • PJSC BANK YUGRA (insured event July 10, 2017) – from July 20, 2017 to January 22, 2019 inclusive;  
  • KB Kubansky Universal Bank LLC (insured event October 27, 2016) – compensation was paid from November 10, 2016 to May 11, 2018 inclusive;
  • RIKB Rinvesbank LLC (insured event July 14, 2016) – compensation was paid from July 28, 2016 to July 28, 2017 inclusive;
  • Interactive Bank LLC (insured event April 26, 2016) – compensation was paid from May 10, 2016 to November 13, 2017 inclusive;
  • KB Puls Stolitsy LLC (insured event April 13, 2016) – compensation was paid from April 27, 2016 to October 28, 2017 inclusive;
  • KB INTERKOMMERTS LLC (insured event February 8, 2016) – compensation was paid from February 20, 2016 to August 23, 2017 inclusive;
  • LLC KB MEZHTRASTBANK (insured event January 29, 2016) – compensation was paid from February 11, 2016 to August 16, 2017 inclusive;
  • PJSC AKB Regional Development Bank (insured event November 10, 2015) – compensation was paid from November 24, 2015 to May 25, 2017 inclusive;
  • OJSC Severinvestbank (insured event August 8, 2014) – compensation was paid from August 21, 2014 to August 24, 2015 inclusive;
  • OJSC MKB Zamoskvoretsky (insured event June 23, 2014) – compensation was paid from July 7, 2014 to July 12, 2016 inclusive;
  • LLC KB Bank BFT (insured event June 2, 2014) – compensation was paid from June 16, 2014 to September 18, 2015 inclusive;
  • CJSC Bank Sofrino (insured event June 2, 2014) – compensation was paid from June 16, 2014 to December 16, 2014 inclusive;
  • LLC KB Ogni Moskvy (insured event May 16, 2014) – compensation was paid from May 30, 2014 to November 30, 2016 inclusive.  

Depositors of banks for which the payment of insurance compensation has been discontinued may apply to the Deposit Insurance Agency (DIA), which accepts claims for compensation payment and pays the relevant compensation until the date of completion of bankruptcy proceedings in respect of these banks.
