Can I apply for a credit card with cash withdrawal without a fee being charged?

Any citizen of Russia aged 18 to 75 can apply for a credit card.

The conditions for obtaining the card include permanent registration in Russia, at least 3 months of employment at the current place of work, and a steady income. 

Only a passport of a citizen of Russia is required to submit an application. It can be completed on the bank's official website.
