Foreign citizens can have a card issued in Russia without permanent registration. You only need documents confirming that you are legally staying in the country: a migration card, a residence permit, or a work patent.
Foreign nationals must first obtain approval from the bank to receive a card. After the application is reviewed, we will call you and agree on when and where it is convenient for you to receive the card. Usually, the card can be received within 1–2 days. Delivery across Russia is free.
Servicing of the debit card for foreign nationals is free forever and without any conditions.
Card top-up is free at Bank Uralsib ATMs, by transfer from another bank card via Uralsib Online or the app, via Faster Payments System (SBP), or by bank transfer using bank details. Top-up at partner bank ATMs of Bank Uralsib is free up to a total of ₽75,000 per month at Alfa-Bank, VTB and Raiffeisenbank ATMs, and free up to ₽100,000 per month at VTB ATMs.
Cash withdrawal is free at Uralsib ATMs. At partner ATMs, it is free of charge up to ₽300,000 per month.
After receiving the "Payda" ("Pribyl") card for foreign nationals, you can transfer money abroad. Transfers abroad by phone number are available with no commission.
Log in to your personal account on the https://online.uralsib.ru/ website or the mobile app. Select the required card, go to the “Manage” tab → “Reissue”. We will reissue a payroll card for foreign nationals immediately; delivery will take 1–2 days.
Card reissue and delivery are free of charge. In addition, you will retain access to the account where your funds are held.

To collect biometrics, you will need an Individual Insurance Account Number (SNILS) and a Gosuslugi account. If you do not have them, a Uralsib representative will help you obtain the necessary documents and access during the meeting. This is free of charge.

Open the Uralsib Online app → on the bottom of the home screen, select the “Payments” tab → “Public services” → “Patents for foreign citizens” → enter the details.
You can pay for the patent at bank branches, via an ATM, or in your Uralsib Online personal account.
Or open the app or Uralsib Online → tap the QR code icon → scan the code on the receipt → pay for the patent.
To send a transfer, open Uralsib Online → at the bottom of the home screen, select the “Payments” tab → “Abroad” → select the page → enter the details in the fields.

To change the language in the mobile app or the Uralsib Online web version, select the "More" tab → scroll down to the bottom of the page and find the "Bank language" item → "Change" → select the language convenient for you.
The Android app, the Uralsib Online web version, and the support chat are available in Uzbek, Tajik, Kyrgyz, Russian, and English. If you have an iPhone, we recommend using the bank's web version.
If it turns out after the meeting with the courier that an additional document is required, you can send it directly to the support chat in Uralsib Online after registration. This is fast and convenient, and there is no need to visit a branch.
